* Meeting Location – The May Committee Meeting was held at the Batchelor Branch Greenway.


Call to Order/Roll Call


Robert Bush called the meeting to order.

Adoption of Agenda
The May agenda was reviewed by the Committee

Action: Candace Burt made a motion to accept the agenda, motion was seconded by Laurie Ringaert. The motion carried by a unanimous vote.

Adoption of Minutes
The minutes for the April meeting were
reviewed by the Committee.

Action:  Candace Burt made a motion to accept the minutes of the April17, 2007 meeting, Laurie Ringaert seconded the motion.  The motion carried by a unanimous vote

Development Review (Greenway/Land Dedications)


Wrenn Property (07-REZ-04)
The Wrenn property is an 18.32-acre parcel located in the northwest (west of Green Level to Durham Road) at 1504 Yates Store Road, north of New Hope Church Road, south of Burrus Hall Circle, and west of Yates Store Road.

This rezoning request will change the property’s current zoning of Residential 40 (R-40) to Residential 12 Conditional Use (R-12 CU).

# of  Units – maximum of 38 single family homes
Required Dedication – 1.09 acres

Comprehensive Plan Recommendations

The Parks, Recreation and Cultural Resources Facilities Master Plan calls for a greenway trail along Panther Creek which borders this property on the north end. 

OSHRP – The OSHRP Plan calls for an expanded buffer around Panther Creek

Application Proposal
Convey a greenway easement along the northernmost property boundary; and make a payment-in-lieu for the land dedication requirement.

Staff Recommendation

·        Approval for developer to convey a 30’ wide Town of Cary Greenway Easement along the northernmost property boundary.

·        Approval for developer to make payment-in-lieu for 1.09 acres of park land dedication requirement.

·        Approval for developer to conserve any part of the 200’ buffer on the south side of Panther Creek that overlaps this property (this is consistent with the 400’ total buffer called for in the Norhtwest Area Plan).

 

Action: Toby Kennedy made a motion to accept staff’s recommendation with the realignment of the greenway to follow the northwest sides of the property to link directly with New Hope Church Road, motion seconded by Laurie Ringaert.  The motion carried by a unanimous vote.

 

Parkside Town Commons (07-REZ-06)
This 17.94-acre parcel is located at 5128 NC Highway 55 which is on the east side of NC Highway 55, approximately 0.5 miles south of the intersection of Kit Creek Road with NC Highway 55.
This rezoning request would change the current zoning of Industrial (
I-II Wake County) to Industrial (I).  This request would also extend the Alston Mixed Use Overlay District to include this parcel.

Required Dedication – To be determined

O’Kelly Chapel Road. 

OSHRP – The OSHRP calls for expanded buffer around Kit Creek which is just north of this parcel.

Application Proposal
Construct a multi-use trail along north side of
O’Kelly Chapel Road.
Make payment-in-lieu for any required park land dedication.

Staff Recommendation

·         Approval for developer to construct 10’ wide multi-use trail along north side of O’Kelly Chapel Road.

·         Approval for developer to make payment-in-lieu for any park land dedication requirement.

·         Approval for developer to conserve any portion of the 200’ buffer along the south side of Kit Creek (in accordance with Northwest Area Plan and Alston Center Concept Plan) which may overlap this parcel.

Action: Robert Bush mad a motion to accept staff’s recommendation, Reid Miner seconded the motion.  The motion carried by a unanimous vote.

 

Greenway Walk
The committee walked the Batchelor Branch Greenway.
