Minutes
– Sharon Ramsey made a motion to approve the November minutes, motion passed
unanimously.
Project
Updates
- Batchelor Branch I
The land is cleared and the drainage is being installed.
The Department of Transportation has begun construction on the
pedestrian underpass that will link to the Batchelor Branch Greenway.
- Black Creek (Castalia segment)
This project runs from Castalia to the Oxford Hunt trail in Bond Park.
The project has been completed and the drainage issue has been
addressed.
- Black Creek (Northwoods segment)
This project has been completed.
- Black Creek Realignment
This project is behind schedule and due to be completed in April. The
developer has agreed to run a water line to the memorial drinking fountain
that is being installed along the trail.
The developer is straightening out the sharp curve along the trail
and will revegate once the project is complete.
- Glenkirk (Developer-built)
This project has been completed. This
segment connects the WeatherstoneElementary school to the Preston Walk
shopping center.
- Amberly (Developer-built)
This segment is located north of CaryPark.
The lake trail and county line trail are in the design phase.
- Higgins Greenway – Stream Restoration project
A stream restoration project is being done in conjunction with the widening
of southwest Maynard Road.
The project includes basic upgrades to the trail and bridges.
The project will go out to bid this spring.
- West
Cary (White Oak
Creek) Stream Restoration & Greenway Project
This segment will connect to the American Tobacco Trail.
There is $282,000 allocated from the federal government for stream
restoration along the trial. The
Town of Cary is partnering with the Town of Apex on the project. Planning
and design money has been allocated for the project.

Business
- Update
of Cary Greenway Rules and Regulations
The committee reviewed the final draft of the rules and regulations and
removed the words “if possible” from the bullet “walk pets on the
right-hand shoulder if possible”. Sharon
Ramsey made a motion to accept the final draft of the greenway rules and
regulations with the noted change. Motion
passed unanimously.
- Guidelines
for Developer-Built Greenways
The committee reviewed the final draft of the guidelines for developer-built
greenways and suggested the following changes.
- In
the opening paragraph the final sentence was changed to state “The Town
of Cary will consider a developer constructed greenway segment based up
the following:”
- Bullet
number five was reworded to state “Trail segments that will provide a
direct connection to either an existing park, other greenway(s) or,
schools(s) or other major destinations will be considered for
construction”.
Doug Smith made a motion to accept the guidelines for developer
built greenways with noted changes. Motion
passed unanimously.
New
Business
- Committee
Goals 2006
The committee was asked to think about goals for 2006 and bring those ideas
to the February meeting.
- 2006
Teen Council projects
The greenway committee was asked to come up with some trail related projects
for the Teen Council to participate in.
Suggestions included a trail/mulch work day or perhaps a planting day
along the realigned section of the Black Creek greenway.
Some vegetation is already available for the planting day, however
Sharon Ramsey will check into getting additional bundles of seedling trees
to plant. The planting and trail
work day could be done in conjunction with a dedication of the memorial
drinking fountain that is being placed along the trail.
Leta will present this option to the Parks, Recreation and Cultural
Resources Advisory Board at their next meeting.
- Pedestrian
Plan
Doug Smith and Reid Miner are participating on a steering committee to
assist the Planning Department with Pedestrian Plan.
The Town has received a grant from the Department of Transportation
to come up with a comprehensive bicycle and pedestrian plan which could
address issues such as signage and hours of operation for the trail system.
The steering committee is also working on ways to reach out to the
community and get input on the plan. Leta
asked that Doug and Reid inform the Greenway Committee of any opportunities
for public input on the plan. Doug
will forward information and minutes from the pedestrian plan meeting to the
greenway committee.

Proposed Capital Greenway projects
This agenda item was tabled until the February greenway committee meeting.
