A.         Call to Order – Denny Hoadley, Chair

·         The meeting was called to order at 6:01 p.m.

 

B.         Roll Call

·         Report from chair

Ø       The facility tour for the Parks, Recreation and Advisory Board scheduled for June 24, 2008 was cancelled due to budget work sessions.  The tour will be rescheduled at a later time.

Ø       The July meeting will be a joint meeting with the Public Art Advisory Board to discuss the artwork installation at Old Cary Elementary.  The Public Art Advisory Board will host the meeting and make their recommendation.  This Committee will be allowed to provide a recommendation from the Cultural Arts Committee. (This has been cancelled.)

 

C.         Adoption of Agenda

ACTION:  David Lindquist made a motion to accept the agenda.  Phil Shepard seconded.  The motion passed unanimously.

 

D.         Adoption of Minutes

·         May 28, 2008

 

ACTION:  Phil Shepard made a motion to accept the May 28, 2008 minutes.  David Lindquist seconded.  The motion passed unanimously.

 

E.         Staff Report

·         Rob Garner, Page-Walker Program Specialist

Ø       The Committee gave brief introductions and welcomed Rob on board.

Ø       Rob discussed up coming events that would take place at Page-Walker Arts and History Center

 

·         Joy Ennis, Festival Coordinator

Ø       Spring Daze was a great success!  There were approximately 16,000 in attendance, which means the festival is continuing to grow.  Each year the festival has evaluations for patrons to complete to give staff an idea of how things are going.  The evaluations this year were positive and the festival had a 4.4 overall rating.  The Committee suggested a better a map with the lake on it and better signage within the festival, so you would know where you were going.

Ø       Lazy Daze will here on August 23, 2008, which is the 32nd Annual.  New this year will be slight reduction in the number of artist.  This is allowing staff to prepare for the streetscapes project and for better safety.  Visually the festival will not look any different.  Joy discussed the entertainment schedule, concessionaires and beer garden.  Also, the poster was unveiled and received positive comments.

Ø       The Holiday Tree Lighting will take place in December with information being sent out in October.

 

F.         Old Business

·         Old Cary Elementary Project Update - Clearscapes

Ø       Please see the attached minutes provided by Clearscapes.

 

·         S.W.O.T. Analysis Discussion

Ø       Lyman Collins explained the joint meeting with the PRCR Advisory Board and the Committees was the starting the point for looking at various aspects of the PRCR Department.  Now the Committees should discuss the statements to take back to the PRCR Advisory Board for preparing for the updated Master Plan.  The Committee suggested having staff send the S.W.O.T. Analysis results back out for review.  The Committee would make notes and agree or disagree with the statement and send their information to Vicki Hayes.  Vicki will compile the information for discussion at the August meeting.

 

G.         New Business

·         Review of Feedback Information

Ø       Staff distributed the compiled results from the feedback forms.  Staff suggested adding a line asking what event the information was gathered from.  Discussed the feedback forms and results that have been gathered to date.  The Committee continues to provide feedback from a variety of cultural arts events.

 

H.         Liaison Reports

·            Festival Committee Report – Phil Shepard

Ø       A schedule will be compiled for the Committee to sign-up for a 2 hour shift.

 

·            Amphitheatre Advisory Committee Report

Ø    A schedule of upcoming events was distributed to the Committee.

Ø    The Town of Cary 4th of July celebration will start at 3pm.

Ø    Neighbor Days will be evaluated for next year.

 

·            Teen Report

Ø       Rashi Bisarya ran for chairman and won.  Congratulations!

Ø       The Teen Council did not meet in June.

 

H.         Upcoming Events

Ø       Please review July Cultural Calendar.

Items Discussed

Ellie Torre and Rob Wagner presented to the Cultural Arts Committee a PowerPoint slideshow

update on the progress of the Cary Community Arts Center project. The Design Development

Phase is underway and is scheduled to be completed by the end of July. At that time, another

presentation will be made.

 

1.01     Ellie reviewed the overall project schedule indicating where the project is now (in Design Development) and what the next phases include.

 

1.02     As the building planning continues to evolve, three primary integrated art opportunities have been identified by the Design Team and the project Town Staff to get the most impact at opening day: (1) the Entry Plaza at the north of the building; (2) the Entry Lobby and main stair; and (3) the Fly Tower at the south of the building.

 

1.03     The Cultural Arts Committee has three new members, two of whom were present at the meeting. Ellie reviewed the planning for the site and each of the three levels of the building, and generally updated what spaces are included in the renovation and addition.

 

1.04     Building sections were presented showing how the spaces relate from floor to floor. This gave better understanding to the overall flow of the building.

 

1.05     The three integrated art opportunities had been shown by the Artists to the Public Art Advisory Board at their meeting on 18 June. Comments were received from each Board member in attendance.

 

1.06     The Entry Plaza was developed with the theme of the building being the ‘source’ of cultural arts; the high point in town. The layout reflects the classical symmetry of the existing building elevation, a welcoming/embracing gesture, and a respect for the historic view from Academy Street. The Design Team has had communication with ARCADIS and Town Staff regarding the adjacent Town Square and Streetscape Project since an integrated whole is desired. The front porch of the building is enlarged to provide a more generous, welcoming space at the front door. This also enhances the entry/exit experience given the new 399-seat theatre inside. The plaza is primarily pavers (similar to those used in the Streetscape project) with the possibility of including Solar Caps – solar powered LED lights that integrate into the paving. The central paved area transitions into landscaped areas at the east and west and then to the more open lawn/arboretum-type space at the east toward Kildaire Farm Road.
