A. Call to Order
Denny Hoadley called the meeting to order. He announced Gyan
Gupta has accepted the liaison position on the Amphitheatre Advisory Committee
and Kay Struffolino accepted the liaison position on
the Festival Committee, as well as the vice-chair position for this Committee.
The Parks,
Recreation and Cultural Resources Advisory Board made a decision to allow Teen
Council Representatives to be voting members.

Denny Hoadley thanked the outgoing members for their many
contributions to this committee:

Lyman Collins also thanked the outgoing
members on behalf of the Town, and said
that through their diligent volunteer efforts the Cultural Arts Committee
continues to be a vital asset to the Town.
Denny
also, congratulated Kay Struffolino for winning the 2006 Cultural Arts Award at the PRCR
Volunteer Banquet.
D. Updates and Discussion
Festivals Committee – Kay Struffolino
Meeting of
2005 Grants Reception was a huge success.

Spring Daze will
have a new circular footprint
·
There will be
approximately 125 artists’ booth
·
The NC
Association of Festivals and Events awarded Lazy Daze with three awards: Best
Poster, Best Brochure, and Best Event Photo.
·
There was discussion
of the various comments and suggestions on Lazy Daze from the consultant’s
report.
·
Over the coming
months the committee will look at things to bring to the 30th
anniversary of Lazy Daze.
Amphitheatre Advisory Committee Report – Gyan Gupta
The 2006 “At-Large” members
were selected at the February meeting.
The full committee is set to
meet on Monday, March 20th to:

Review
the upcoming schedule
·
Set
tentative plans for neighbor day
·
Review
volunteer team training procedures
The Amphitheatre is opening
up on April 8th with the following events in April:

Black
Eyed Peas on April 18th
·
The
Great Grapes! Wine, Food and Art Festival on April 22nd
Lyman
Collins reported the following:

There
were no significant changes from the original concept study.

Final
presentation and recommendations were made to Town Council on
·
It
is recommended that Old Cary Elementary be divided vertically so that all three
floors are utilized by visual and performing arts.
·
The
Planning Department will provide a presentation on the Streetscapes Plan in
June.
Cultural Non-Profit Funding Requests
Lyman Collins
explained the committee’s role is to review the cultural organizations’ funding
requests and make comments and recommendations to staff, the Town Manager and
Council based on specific factors used for all applicants. The factors considered are as follows:
1. Leadership,
demonstrable expertise and resources to execute program (volunteers, staff,
budgets)
2. Potential
audience, targeted service populations
3. Locations of
program/activity/organization
4. Community
support
5. Community
benefit
6. Compatibility
with Town’s current goals, priorities and programs
7. Costs to the
Town of
The committee
decided to review each funding request and make an initial funding
recommendation. Then the committee would
look at the overall amounts, make any adjustments and take a final vote on the
final recommendation.
Organizations
Requesting Funds for FY07 FY06
Funded FY07 Requested
Discussion: The committee felt this organization would
serve the community with these funds. It was the consensus of the committee to
recommend funding for the organization at $1,000.
Discussion: The committee felt this was a long standing
organization that used the funds for a program that benefited the entire
community. It was the consensus of the committee to recommend funding for the
organization at $500.
Discussion: The committee felt this organization was
continuing to work with staff and showing stability as an organization. The organization plans to offer more
performances in the coming year. It was the consensus of the committee to
recommend funding for the organization at $6,000.
Discussion: The committee felt this long standing organization
serves the community by offering several concerts a year. It was
the consensus of the committee to recommend funding for the organization at $1,200.
Discussion: The committee wants to encourage CVA to
continue their efforts in public art. It was the consensus of the committee to
recommend funding for the organization at $7,000.
Cary-Apex Piano Teachers Association $500 $1,000
Discussion: The committee recognized this organization
provides enhanced opportunities for piano students. After some discussion the committee felt the
organization provides a public service and should receive funding. It was
the consensus of the committee to recommend funding for the organization at $750.
Concert Singers of
Discussion: The committee noted that this organization
has established a middle school choir and would like to do the same for high
school. After discussion the committee
felt it was appropriate to fund this organization. It was
the consensus of the committee to recommend funding for the organization at $10,000.
Diamante, Inc $5,000 $10,000
Discussion: The committee recognized that this
origination serves a growing component of our community. However as a newly
funded organization the committee felt there was not enough history to increase
the level of funding. It was the consensus of the committee to
recommend funding for the organization at $5,000.
Fine Arts League of
Discussion: The committee felt this was a worthwhile
organization to fund. It was the consensus of the committee to
recommend funding for the organization at $3,000.
Hum Sub, Inc. $3,000 $5,100
Discussion: The committee noted that Diwali is a wonderful event for
N.C. Symphony $45,000 $45,000
Discussion: The committee noted that this organization
continues to provide the Summerfest Series and the Fourth of July Community
Concert at the Booth Amphitheatre at
Philharmonic Association, Inc. $500 $750
Discussion: The committee recognized that although this
organization has a Triangle-wide focus, it did serve a significant portion of
The Ujima Group, Inc. $4,000 $10,000
Discussion: The committee did not see evidence of
increased attendance at the programs supported by Town funding and felt that
before releasing funds in the future staff should require evidence of increased
volunteer and community support. The
committee applauded the programs efforts but felt that in order to continue to
receive funding the organization must demonstrate broader community support. It was
the consensus of the committee to recommend funding for the organization at $4,000.
Triangle Wind Ensemble $1,000 $1,000
Discussion:
The committee felt that this organization is looking at ways to further
enhance offerings and working toward more collaborative programs. It was
the consensus of the committee to recommend funding for the organization at $1,000.
The committee reviewed the overall amounts
of the funding requests. This year’s
requests totaled $111,550. Through
review of each applicant the committee recommends a total of $89,250.
ACTION: Kay Strufflino made
a motion to approve the funding requests as listed above. Gyan Gupta
seconded. The motion passed unanimously.
