To continue making steady progress on improvements to the infrastructure that supports our community’s quality of life, the Cary Town Council on Nov. 19, 2002 called for a special bond
referendum to be held on April 8, 2003. The $160 million referendum included $130 million for street improvements to reduce congestion and $30 million for recreation facilities.

Through the referendum, Cary citizens were asked to give the Town permission to once again use a special type of financing option - general obligation bonds.
