N.C. Adopt-A-Trail and Recreational Trails Program Grant Applications (PR10-19)
Consideration of submittal of two grant applications for greenway development

Executive Summary: The North Carolina Division of Parks and Recreation administers both the Adopt-A-Trail and the Recreational Trails Program (RTP) grants. Applications for grant requests are due in February 2010. Staff is requesting approval to submit grant applications to the North Carolina Division of Parks and Recreation for a $5,000 Adopt-A-Trail grant and a $75,000 Recreation Trails Program grant.
Discussion:
Adopt-A-Trail:
The Adopt-A-Trail grant program provides awards of $5,000 to be used for trail building, trail maintenance, trailside signage, trail maps and brochures or similar uses. No funding match is required.
Staff recommends that an Adopt-A-Trail grant application be made to assist in the funding for the American Tobacco Trail (PR1113). Specifically, the grant would be used for the design and installation of trailside signs along this 4.67 mile trail which is due to be completed by late January 2010.
Recreational Trails Program (RTP):
The intent of the RTP grant is to help fund new trail construction and trail renovation projects, trailhead and trailside facilities, and land acquisition for trails. Awards of up to $75,000 are made for individual projects. Applicants must provide a 25% match towards project costs.
Staff recommends that an RTP grant application be made to assist in the funding for the NC 55 Multi-use Trail Project (PR1118). It includes constructing several segments of multi-use trail along the east side NC Highway 55. When completed, this trail will connect to the pedestrian underpasses for both the White Oak Greenway and the Batchelor Branch Greenways that currently exist under NC 55.
Fiscal Impact: There will be no fiscal impact for the Adopt-A-Trail grant since it requires no matching funds, and the funding for the NC Highway 55 Multi-use Trail project for which the RTP grant is being sought has already been approved. Any grant funds awarded will be reimbursements toward project costs.
Staff Recommendation: Staff recommends approval of submission of the 2010 Adopt-A-Trail grant application and the 2010 Recreational Trails Program grant application.
