Using Rollout Carts Properly
Please place your cart at the curb – not in the street or on the sidewalk or meter box – by 7 a.m. on your collection day. Set the cart facing out with the arrows on the lid pointing toward the street. The cart should be placed away from light poles, mailboxes or fire hydrants, with ample room between it and your garbage cart and yard waste.
To keep the neighborhood looking neat, please remove the emptied cart from the curb as soon as possible and before 6 a.m. the next day at the latest. Carts must be stored behind the building line of the side of the structure facing the principal street. If a cart is stored in front of the building line, it must be stored in an enclosed structure so that it cannot be seen from the street.

The Town will provide a 65-gallon cart for recycling. Everyone who receives a rollout cart should place all items for recycling inside their cart for pick up. Excess recycling that will not fit inside your cart can be taken to the Citizens Convenience Center at 313 N. Dixon Ave. at no charge.
If, over time, it's clear that your family needs more space for recycling, you may:
- Request to switch to a larger 95-gallon cart at no cost; or
- Request a second 65-gallon cart. Each additional cart will cost $1 per month. (The cost of your first, Town-issued cart is included in your solid waste fee).
Multiple recycling cart exchanges, such as adding a second 65-gallon and then returning it or exchanging it for a 95-gallon cart, will cost $10 per exchange. To order additional carts, please call (919) 469-4090.
Citizens may also request a special collection to pick up excess recycling that does not fit inside their carts. Each special collection is subject to a $10 fee.
Existing Customers in Town Homes & Condominiums
Realizing that citizens who live in town homes or condominium buildings with three or more units may have some space constraints, we are offering those customers a choice to either receive a new 65 gallon roll out cart or continue utilizing their existing bin.
- Keeping your existing bin - No action is necessary on your part. Simply place your bin at the curb as you always have, now every other week. To accommodate more recyclables, you may request an additional 18-gallon bin by calling (919) 469-4090; there is a one-time $8 fee for each additional bin. You may also use a laundry basket or similar-sized bin instead.
- Requesting a 65-gallon rollout cart - Please call our Public Works customer service department (919) 469-4090 and they will be glad to schedule a delivery for you.
Customers with Physical Limitations
If you currently receive backyard service because of a physical condition, this same service will be provided for your recycling collection.
If your doctor feels that you are physically unable to bring your new recycling rollout cart to the curb, you may ask that the Town assist you with curbside collection. Complete a Curbside Assistance Request Form [HTML] [PDF] to have your individual situation evaluated. Even with curbside assistance, you will receive a cart.
